About Candice
Candice Miller is a Partner at Azarvand Tax Law, where she represents individuals and businesses in tax controversy matters before the Internal Revenue Service, the U.S. Tax Court, and local taxing authorities. Her peers have recognized her work every year since 2024. Super Lawyers has named her a Rising Star in Tax for four consecutive years, 2024 through 2027, an honor limited to the top 2.5% of attorneys in each state. Best Lawyers has recognized her in Best Lawyers: Ones to Watch in America since 2024 for Litigation and Controversy (Tax) and Tax Law, a distinction based on peer review limited to approximately 3% of attorneys in each state.
Candice is committed to making tax representation available to taxpayers who could not otherwise afford it. In 2026, she led the Maryland Volunteer Lawyers Service (MVLS) Annual Tax Controversy Training, which prepares attorneys, CPAs, and enrolled agents to take pro bono cases through the MVLS Low-Income Taxpayer Clinic. She speaks regularly to business audiences on federal and Maryland tax issues, and from 2023 to 2024 she chaired the Education Committee of the Young Lawyers Section of the Maryland State Bar Association (MSBA).
Before joining Azarvand Tax Law, Candice practiced as a tax attorney at a Maryland-based law firm. She began her legal career with a year-long judicial clerkship for the Honorable Kevin F. Arthur of the Court of Special Appeals of Maryland, now the Appellate Court of Maryland.
Candice earned her Juris Doctor magna cum laude from the University of Baltimore School of Law, graduating in the top 10% of her class, and she also received the Dean's Citation, which the law school only awards to a small group of graduating students each year. As an Associate Editor of the UB Law Forum, she published commentary on Maryland tax policy, including an analysis of the RELIEF Act of 2021. She also served as an MSBA Ambassador, a Student Representative to the MSBA Young Lawyers Section, and Student Liaison to the American Bar Association Law Practice Division. She holds a Bachelor of Arts in Philosophy, International Law and Morality, summa cum laude, from the University of Baltimore.
